Understand what a Conditional Access review needs, including licences, account recovery, policy testing and the users affected.

Conditional Access uses policies to control access based on specified conditions. A useful review checks the available licences, existing policies, recovery arrangements and the effect on legitimate users before changes are enforced.

## Start with the access problem

Describe the risk or requirement you are addressing. That might involve administrator access, unmanaged devices or a particular application. A policy should have a clear purpose rather than copying every setting from another business.

Record the users, devices and applications in scope. Exceptions and service accounts need deliberate handling.

## Check licensing and the existing controls

Microsoft security capabilities depend on the subscription and configuration. Verify the required entitlement for the proposed design before changing settings. Also review the authentication controls already operating in the environment.

Microsoft documents security defaults as a starting option for many organisations. A more detailed policy design should be considered in the context of that existing setup.

## Keep a recovery route

An access policy can prevent an administrator from signing in as well as block unwanted access. Establish recovery arrangements before implementation and document how they are protected.

The plan should identify the person who can respond if a change affects the team. Recovery information must be available without relying entirely on the account that may be locked out.

## Test before broad enforcement

Review the proposed policy with an agreed test group and evidence from the environment. Test common tasks, remote working and exceptions. Do not assume a successful administrator login proves that every staff workflow still works.

Record the starting configuration and the change. If a problem appears, the person investigating should know what was applied and when.

## Maintain the policy after rollout

Users, devices and applications change. Give policies an owner and review them when the environment changes. A Conditional Access review can be part of Microsoft 365 security support, but formal assurance requirements need a separately agreed scope.

## What does report only mode tell you?

Microsoft provides a report only policy state so administrators can examine the outcome of many proposed Conditional Access rules in sign in logs before enforcement. It helps show which legitimate sign ins would be affected. Its scope and limitations still need review for the proposed policy.

Use a test plan that includes the owner's laptop, a mobile device and the apps used away from the office. Review more than a single successful sign in. A normal day of work can involve background connections and delegated access that a quick test misses.

## What should you receive after the review?

Keep a policy register showing purpose, scope, exceptions, owner and the date of the last check. The handover should also name the recovery process and how to detect an unexpected access failure.

Emergency access accounts are privileged accounts with their own protection and testing requirements. Follow Microsoft's current guidance rather than creating an ordinary shared password and calling it a recovery plan. Agree on responsibility for reviewing the arrangement when administrators or subscriptions change.
